The short version
Casino 99 is a small, longtime poker room in Chico, open around the clock, and the players who like it talk mostly about the people. Dealers and staff are warm and patient with questions, and a couple of regulars say they learned the game here. Hold'em is the main draw, mostly low stakes no limit plus tournaments, and the table games include Ultimate Texas Hold'em and three card poker. The kitchen earned praise for its burgers and seasoned fries years ago, though a more recent review says it has no cook.
Its critics are just as specific. Newcomers describe a tight circle of regulars that leaves outsiders feeling unwelcome, and several poker players were uneasy seeing managers and employees take seats in the games.

First time there. Staff was very friendly and accommodating. I had plenty of questions about the certain version of poker they were playing and were more than happy to answer my questions. I left 60 richer which was a plus. Most definitely recommend this place.

Thank you Joseph for such a great review!
Not a good place to go to play some friendly poker... Multiple players on my table (1-3 no limit) was either ledgered or the manager... Max buy in was $500... The ledgered guys and manager had plenty of money to play with. The others bought in for $100-$200. Not a friendly game and borderline shady stuff going on...…

Yes, around the clock every day, going by its Google listing. Holiday hours sometimes change, so call if you're planning around a particular time.
No. Card rooms in California aren't allowed slots. You'll find poker and table games like baccarat and pai gow instead. For slots you need a tribal casino.
